You can configure a default message to carriers for each user in your organization.  This message will then be automatically inserted into the "Message to Carriers" field when the user posts the Order to Central Dispatch.  The message can be edited by the user at the time of posting.

To add the default message to carriers go to Setup > User Settings > open user's account and change the "Default Message to Carriers" field:
