Button bar is not visible on small screens and tablets
BATS website is a fully responsive, mobile friendly, system which automatically adapts the layout of screens based on the detected screen size of your device. This means that the pages will look slightly different depending on the size of the screen from which it is being accessed.
One feature is that the button bar, which is visible on larger screens, will not be visible on mobile phones, tablets, and even on some small laptop screens (especially if they are really short).

Primary action button bar in BATS is visible across the bottom of the screen:
Some smaller laptops have very short and wide screens that look more like tablet screens than traditional laptop screens. When BATS website is displayed on those "short" screens, the website assumes that there is not enough room to display the button bar and will automatically hide it. This can also be replicated on larger screens if you shorten the browser window to a certain degree, at which point the button bar will disappear. This is normal behavior for modern web based applications. Sometimes if the user resizes the browser window to "full screen" mode, the button bar will appear.
Action buttons are still accessible from the side menu which can be accessed by clicking on the ... menu in the upper right corner of the page:
